The '''New Pacific Order''' found its beginnings in NationStates in August 2003 after the effective founder of the Order, [[Francos Spain]], mechanically seized the oldest region in the game from sitting delegate Thedoc and began the process of establishing a new government. The NPO has always been primarily based in and maintained sovereign control over [[The Pacific]], a Feeder region in the game from which it takes its name.

The New Pacific Order was founded on August 31, 2003 as a direct result of the [[August Revolution]]. Although it has operated under several names and charters since, the Order has maintained a politically continuous government since its founding. Francos Spain, the founder of the New Pacific Order, seized the Delegacy of The Pacific from defender delegate Thedoc. He proceeded to establish a new government in which he served as the face of the Order and executioner of activities, while internal allies Poskrebyshev and Mammothistan operated strongly behind the scenes. Francos Spain's seizure of the region caused a great uproar in NationStates and he found himself under attack on a regular basis by players from many players across many regions. He repelled all attempts to take it back. His original major supporters aiding in keeping the region secure and intact were [[Infernoice]] and [[Poskrebyshev]]. The opposing side and major opponent to the fledgling Order was [[The Pacific Army]], with notable figures [[Thedoc]] and [[CrazyGirl]] as members. The Pacific Army was the rallying point for much support, although other groups tried individually as well.

One particularly notable attempt by such an individual occurred when a game glitch removed Francos Spain from the Delegacy in late October. Corinthe, a defender from The Youngworld, piled with well over a hundred nations after his removal to attempt to take the delegacy through a glitch exploit. The Moderators initially ruled that all nations had to depart because exploiting a glitch was against the rules[https://archive.tspforums.xyz/showthread.php?tid=4574&pid=65214#pid65214]. Their departure made it easier for Francos Spain to reclaim the seat with all of his endorsements, though he still had to oppose a large pile that returned when [violet] permitted it[https://archive.tspforums.xyz/showthread.php?tid=4574&pid=65233#pid65233]. Like all other attempts, this one failed on October 28, 2003 by a margin of two endorsements, and Corinthe and all endorsers were banjected from the region. None of the positions are requisite to be filled at all times save Emperor and Consul. Other Senators may do the work of an empty Senate position in the instance of no Senator in office at the time. All Senators are the de facto leadership of the departments, overseen by the Consul, who has higher authority than rank and file Senators, and at the dictation of the Emperor, who has the ultimate authority in all matters.

The Exarchate is organized of the former Governors and the non-Senate heads of the departments of the New Pacific Order. Other non-officer additions may be considered based on meritorious conduct and great contributions to the Order. There is no hierarchy in the Exarchate, but it is considered mid-government level in the New Pacific Order. The Exarchate presently aids the Senate as well as managing their own tasks as assigned by roles overseeing the departments.

===Departments===
The Cards department is intended to add more culture to the branch and enable citizens to work together to complete collections in regards to the card game of NationStates.

The Culture Committee organizes internal game or culture events and may propose to the Senate festivals or other events with foreign allies or other regions.

The Diplomatic Corps liaises with foreign regions on behalf of the Order. Its members serve only as ambassadors. The Legatus and Consul are largely responsible for formulating foreign policy and negotiating formal agreements with other regional governments.

The [[Legio Pacifica]] is the military of the New Pacific Order in NationStates. They primarily operate against fascists or the occasional enemy of the Order depending on circumstances. Advancing a career in Legio Pacifica is achieved through meeting qualifications set to ensure top tier officers.

The Mentoring department is intended to guide newcomers through the process of acclimatizing to the Order after achieving citizenship. They are managed by the Vox Populi.

The Praetorian Guard monitors applications for Pacifican citizenship and monitors the Pacific for violations of NPO's Civil Code.

The World Assembly Squad reviews proposed [[World Assembly]] legislation and advises the Emperor how to vote in his capacity as delegate of the Pacific. The WA Squad also edits drafts of WA proposals written by its own members.

The New Pacific Order's [[Cyber Nations]] branch was founded in-game on January 27, 2006 by nine players from [[NationStates]]. The initial structure of the New Pacific Order's government was proposed by {{CN|Vladimir}} on January 28th<ref>{{forumlink|NPO|topic=3-alliance-structure}}</ref> and the New Pacific Order came fully into being on January 29th with the adoption of the [[Past Charters of the New Pacific Order (Cyber Nations)#First Charter|First Charter]] and the election of {{CN|Ivan Moldavi}} as Emperor<ref>{{forumlink|NPO|topic=13-who-should-be-emperor}}</ref>.

The Charter of the New Pacific Order defines the structure of the government and the powers granted to each area of the government. The Charter also defines guidelines for admission, expulsion, and amendments to the charter. The charter is the foundational legal documents of the New Pacific Order.

Throughout its history in Cyber Nations The NPO has gone through several revisions of its charter. The NPO is currently governed by its sixth charter, which it adopted in 2019.

==History==

The New Pacific Order quickly rose to prominence in early 2006 after it fought a series of successful bilateral wars. The enmity of its defeated opponents and the reputation for belligerence the Order earned as a result of these wars contributed to the outbreak of the First Great War, in which the Order narrowly avoided defeat at the hands of a much larger coalition. Over the succeeding six months, most major alliances organized themselves into two opposing groups: the Initiative, led by NPO, and the more informal coalitions of the League and its successor, Aegis. The Initiative defeated the League and Aegis in Great Wars II and III, respectively, achieving undisputed supremacy over Planet Bob as a result.

After the conclusion of Great War III in April 2007, the Initiative slowly collapsed from infighting. This disintegration culminated in the Unjust War in late 2007, which jeopardized NPO's position as the preeminent alliance in Cyber Nations. However, NPO successfully navigated the partial destruction of its first cohort of allies, establishing several new blocs whose military might would go essentially unchallenged for over a year.

In late 2008, another schism in NPO's sphere of influence resulted in the War of the Coalition and another victory for the Order and its allies. The aftermath of the war saw a slow disintegration of NPO's position, though, as multiple foreign alliances either severed ties with NPO or established small but significant spheres of their own. Additionally, several protracted insurgencies and long-running propaganda campaigns against Pacifican supremacy had succeeded in tarnishing NPO's image abroad, providing fertile ground for a diplomatic realignment against Pacifican power.

This tinder box was ignited in April 2009 when NPO attacked a small alliance over a minor espionage dispute. That unforced error, combined with widespread anti-Pacifican sentiment, motivated a loosely-aligned coalition to unite and mobilize against NPO. The ensuing War of Armageddon was long, costly, and resulted in a decisive and humiliating defeat for the Order.

Although NPO's economic recovery from the war was relatively quick - it completed its reparations payments early and many of its largest nations had been unscathed by the conflict - its diplomatic isolation persisted for years. Doomhouse, comprised of alliances which had led the coalition arrayed against NPO in the War of Armageddon or benefited from the war's outcome, exploited this in 2011 by attacking NPO. With few powerful allies to assist it, the Order was forced to capitulate and, as a term of the surrender, allow those large nations which had escaped damage during the its previous two wars to be attacked for three weeks by Doomhouse.

The damage to NPO's upper tier nations remained a liability for years after the Doomhouse War. Although the Order slowly recovered its diplomatic position, it remained impotent in the upper ranges of nation score during wars. Furthermore, NPO's diplomatic recovery was based largely on detente with traditional rivals in other spheres of influence. While this made NPO secure from foreign aggression, the fragmented nature of this new group of allies also limited NPO's ability to formulate its own foreign policy.

Both of these weaknesses contributed to the partial stalemate in the Equilibrium War in late 2012. Although the Order succeeded in marshaling a coalition against the preponderant upper tier strength of Doomhouse, the coalition was hobbled by infighting and an only modest advantage in upper tier strength. Backlash from the war and NPO's conduct as the de facto leader of the victorious coalition resulted in a steady diplomatic realignment against the Order, culminating in another defeat for NPO in the War of the Orders, a year later.

The New Pacific Order regained much of its former power and influence in 2014 by making a concerted effort to ally with former upper tier rivals and methodically rebuild its own upper tier. Through the Doom War, in late 2014, and the formation of Oculus in 2015, NPO achieved a combination of strength and diplomatic influence it hadn't had since 2009.

Although little about the Order's diplomatic position has fundamentally changed since 2015, Cyber Nations has declined considerably since then. It has lost over half its population of nations and numerous alliances have either disbanded or become almost completely inactive.

The Emperor cannot be expelled from the Order, can pardon members from Article III invocations, and can expel members at will.
