Throughout its history in Cyber Nations The NPO has gone through several revisions of its charter. The NPO is currently governed by its sixth charter, which it adopted in 2019.

The New Pacific Order quickly rose to prominence in early 2006 after it fought a series of successful bilateral wars. The enmity of its defeated opponents and the reputation for belligerence the Order earned as a result of these wars contributed to the outbreak of the First Great War, in which the Order narrowly avoided defeat at the hands of a much larger coalition. Over the succeeding six months, most major alliances organized themselves into two opposing groups: the Initiative, led by NPO, and the more informal coalitions of the League and its successor, Aegis. The Initiative defeated the League and Aegis in Great Wars II and III, respectively, achieving undisputed supremacy over Planet Bob as a result.

After the conclusion of Great War III in April 2007, the Initiative slowly collapsed from infighting. This disintegration culminated in the Unjust War in late 2007, which jeopardized NPO's position as the preeminent alliance in Cyber Nations. However, NPO successfully navigated the partial destruction of its first cohort of allies, establishing several new blocs whose military might would go essentially unchallenged for over a year.

In late 2008, another schism in NPO's sphere of influence resulted in the War of the Coalition and another victory for the Order and its allies. The aftermath of the war saw a slow disintegration of NPO's position, though, as multiple foreign alliances either severed ties with NPO or established small but significant spheres of their own. Additionally, several protracted insurgencies and long-running propaganda campaigns against Pacifican supremacy had succeeded in tarnishing NPO's image abroad, providing fertile ground for a diplomatic realignment against Pacifican power.

This tinder box was ignited in April 2009 when NPO attacked a small alliance over a minor espionage dispute. That unforced error, combined with widespread anti-Pacifican sentiment, motivated a loosely-aligned coalition to unite and mobilize against NPO. The ensuing War of Armageddon was long, costly, and resulted in a decisive and humiliating defeat for the Order.

Although NPO's economic recovery from the war was relatively quick - it completed its reparations payments early and many of its largest nations had been unscathed by the conflict - its diplomatic isolation persisted for years. Doomhouse, comprised of alliances which had led the coalition arrayed against NPO in the War of Armageddon or benefited from the war's outcome, exploited this in 2011 by attacking NPO. With few powerful allies to assist it, the Order was forced to capitulate and, as a term of the surrender, allow those large nations which had escaped damage during the its previous two wars to be attacked for three weeks by Doomhouse.

The damage to NPO's upper tier nations remained a liability for years after the Doomhouse War. Although the Order slowly recovered its diplomatic position, it remained impotent in the upper ranges of nation score during wars. Furthermore, NPO's diplomatic recovery was based largely on detente with traditional rivals in other spheres of influence. While this made NPO secure from foreign aggression, the fragmented nature of this new group of allies also limited NPO's ability to formulate its own foreign policy.

Both of these weaknesses contributed to the partial stalemate in the Equilibrium War in late 2012. Although the Order succeeded in marshaling a coalition against the preponderant upper tier strength of Doomhouse, the coalition was hobbled by infighting and an only modest advantage in upper tier strength. Backlash from the war and NPO's conduct as the de facto leader of the victorious coalition resulted in a steady diplomatic realignment against the Order, culminating in another defeat for NPO in the War of the Orders, a year later.

The New Pacific Order regained much of its former power and influence in 2014 by making a concerted effort to ally with former upper tier rivals and methodically rebuild its own upper tier. Through the Doom War, in late 2014, and the formation of Oculus in 2015, NPO achieved a combination of strength and diplomatic influence it hadn't had since 2009.

Although little about the Order's diplomatic position has fundamentally changed since 2015, Cyber Nations has declined considerably since then. It has lost over half its population of nations and numerous alliances have either disbanded or become almost completely inactive.

The New Pacific maintained one of the largest bureaucracies in Cyber Nations for most of its history. However, in recent years NPO has significantly consolidated its numerous departments and offices in response to its declining membership and Cyber Nations's declining population.

The Emperor is the sovereign of the New Pacific Order in Cyber Nations and has unrestricted authority over all functions of the Order. The Emperor can delegate, and revoke, their powers to individuals or departments at will. The Emperor cannot be expelled from the Order, can pardon members from Article III invocations, and can expel members at will.

The Regent is the only other office explicitly created in the Charter of the New Pacific Order. The Regent is the designated successor to the Emperor and has the authority to act in the Emperor's stead if the Emperor is absent. The First Charter of the New Pacific Order in Cyber Nations was drafted by {{CN|Ivan Moldavi}} on January 29th, 2006, based on the government structure suggested by {{CN|Vladimir}}. The text of the Charter was approved by the membership of the NPO at the time and officially adopted with the election of Ivan Moldavi as the Emperor. The First Charter would remain in use until February 25th, 2006. The original text of the First Charter is as follows:

Nations will be nominated within the Body Republic beginning one week before the election date and will can be nominated for only one of the two Councils. The top four vote recipients for each Council will be named to said Councils.

Any nation can submit a motion to expel a fellow member from the Order to the Body Republic floor. In order for the motion to carry 75% + 1 of the member nations must vote in favor of the expulsion. (The Emperor can not be expelled from the Order unless proof of treason can be submitted.) Likewise, the Emperor can pardon any nation from expulsion.

The first invocation of Article IV of the charter to be put to a vote was carried out by Vladimir on February 23rd, 2006. Vladmir submitted an amendment to change the election of the Councils from every three months to every month. After the required 36 hour voting period on February 25th the amendment passed with 35 votes for and 0 against. The Second Charter was used until March 3rd, 2006.

On February 20th, 2006 {{CN|Lord Valentine}} created a discussion proposing changes to the functions of the Alliance and War Councils. Lord Valentine proposed that the Alliance Council, rather than the War Council, should be responsible for the foreign affairs and diplomatic efforts of the NPO. Over the next three days various members posted showing their support for the changes, but without an official vote, no action was taken. Finally, on March 2nd, {{CN|Koona}} posted a forum poll for Lord Valentine's amendments, and on March 3rd the poll was closed with 39 for and 1 against.

==Creation of the NPO in Cybernations==
On January 24th, 2006 the nation of {{CN|Karpathos}} was created in Cyber Nations, and was likely the first nation created by the vanguard of the New Pacific Order in Cybernations. Over the next three days the other founding members created their nations as well: {{CN|RedCommunist}} on January 25th; {{CN|Ivan Moldavi}}, {{CN|Koona}}, {{CN|TrotskysRevenge}}, {{CN|Vladimir}}, {{CN|Iosef}}, and {{CN|LordValentine}} on January 26th; and {{CN|Dilber}} on January 27th.

Karpathos officially reserved the New Pacific Order Alliance Affiliation on January 27th and became its first member; joined shortly thereafter by the eight other founding members.

==Drafting the Charter==
The day after its creation in Cybernations discussions began on the NPO forums to decide on the structure of the government. [[Vladimir in Cyber Nations|Vladimir]] submitted his initial proposal<ref>{{forumlink|NPO|topic=3-alliance-structure}}</ref> consisting of the Emperor, a seven-member Senate of comprised of six elected members and the Emperor who would handle the daily affairs of the alliance, and the Body Republic.

On January 29th Vladimir submitted a revision of his proposal which now included the Body Republic, the Councils, and the Emperor. The Body Republic would elect members to the Councils and would vote on proposals for war declarations. The Councils, consisting of the Alliance and War Councils, would each have 4 members and be chaired by the Emperor. The War Council would handle foreign relations, including war once voted upon by the membership, and devise strategy. The Alliance Council was responsible for handling requests for membership and other internal matters. Finally, the Emperor, would have veto power over both Councils.

This revision was widely accepted by the membership of the Order at the time, and after some brief discussion, this structure was codified into the [[Past Charters of the New Pacific Order (Cyber Nations)#First Charter|First Charter]] of the New Pacific Order by Ivan Moldavi.

==Election of the Emperor==
It was decided that the first Emperor of the New Pacific Order in Cyber Nations would be chosen by an election of the membership. The election would consist of two members: Ivan Moldavi was nominated by {{CN|Doppelganger}} and seconded by TrotskysRevenge, and Vladimir was nominated by Karpathos and seconded by {{CN|Agamemnon}}.

A forum poll<ref>{{forumlink|NPO|topic=13-who-should-be-emperor}}</ref> was created for the election and a total of twelve members submitted their votes. Ivan Moldavi became the first Emperor of the New Pacific Order in Cyber Nations with a vote of 9-3.

Throughout its history in Cyber Nations The NPO has gone through several revisions of its charter. The NPO is currently governed by its sixth charter, which it adopted in 2019.

==History==

The New Pacific Order quickly rose to prominence in early 2006 after it fought a series of successful bilateral wars. The enmity of its defeated opponents and the reputation for belligerence the Order earned as a result of these wars contributed to the outbreak of the First Great War, in which the Order narrowly avoided defeat at the hands of a much larger coalition. Over the succeeding six months, most major alliances organized themselves into two opposing groups: the Initiative, led by NPO, and the more informal coalitions of the League and its successor, Aegis. The Initiative defeated the League and Aegis in Great Wars II and III, respectively, achieving undisputed supremacy over Planet Bob as a result.

After the conclusion of Great War III in April 2007, the Initiative slowly collapsed from infighting. This disintegration culminated in the Unjust War in late 2007, which jeopardized NPO's position as the preeminent alliance in Cyber Nations. However, NPO successfully navigated the partial destruction of its first cohort of allies, establishing several new blocs whose military might would go essentially unchallenged for over a year.

In late 2008, another schism in NPO's sphere of influence resulted in the War of the Coalition and another victory for the Order and its allies. The aftermath of the war saw a slow disintegration of NPO's position, though, as multiple foreign alliances either severed ties with NPO or established small but significant spheres of their own. Additionally, several protracted insurgencies and long-running propaganda campaigns against Pacifican supremacy had succeeded in tarnishing NPO's image abroad, providing fertile ground for a diplomatic realignment against Pacifican power.

This tinder box was ignited in April 2009 when NPO attacked a small alliance over a minor espionage dispute. That unforced error, combined with widespread anti-Pacifican sentiment, motivated a loosely-aligned coalition to unite and mobilize against NPO. The ensuing War of Armageddon was long, costly, and resulted in a decisive and humiliating defeat for the Order.

Although NPO's economic recovery from the war was relatively quick - it completed its reparations payments early and many of its largest nations had been unscathed by the conflict - its diplomatic isolation persisted for years. Doomhouse, comprised of alliances which had led the coalition arrayed against NPO in the War of Armageddon or benefited from the war's outcome, exploited this in 2011 by attacking NPO. With few powerful allies to assist it, the Order was forced to capitulate and, as a term of the surrender, allow those large nations which had escaped damage during the its previous two wars to be attacked for three weeks by Doomhouse.

The damage to NPO's upper tier nations remained a liability for years after the Doomhouse War. Although the Order slowly recovered its diplomatic position, it remained impotent in the upper ranges of nation score during wars. Furthermore, NPO's diplomatic recovery was based largely on detente with traditional rivals in other spheres of influence. While this made NPO secure from foreign aggression, the fragmented nature of this new group of allies also limited NPO's ability to formulate its own foreign policy.

Both of these weaknesses contributed to the partial stalemate in the Equilibrium War in late 2012. Although the Order succeeded in marshaling a coalition against the preponderant upper tier strength of Doomhouse, the coalition was hobbled by infighting and an only modest advantage in upper tier strength. Backlash from the war and NPO's conduct as the de facto leader of the victorious coalition resulted in a steady diplomatic realignment against the Order, culminating in another defeat for NPO in the War of the Orders, a year later.

The New Pacific Order regained much of its former power and influence in 2014 by making a concerted effort to ally with former upper tier rivals and methodically rebuild its own upper tier. Through the Doom War, in late 2014, and the formation of Oculus in 2015, NPO achieved a combination of strength and diplomatic influence it hadn't had since 2009.

Although little about the Order's diplomatic position has fundamentally changed since 2015, Cyber Nations has declined considerably since then. It has lost over half its population of nations and numerous alliances have either disbanded or become almost completely inactive.

Over the next three days the other founding members created their nations as well: {{CN|RedCommunist}} on January 25th; {{CN|Ivan Moldavi}}, {{CN|Koona}}, {{CN|TrotskysRevenge}}, {{CN|Vladimir}}, {{CN|Iosef}}, and {{CN|LordValentine}} on January 26th; and {{CN|Dilber}} on January 27th.

Karpathos officially reserved the New Pacific Order Alliance Affiliation on January 27th and became its first member; joined shortly thereafter by the eight other founding members.

==Drafting the Charter==
The day after its creation in Cybernations discussions began on the NPO forums to decide on the structure of the government. [[Vladimir in Cyber Nations|Vladimir]] submitted his initial proposal<ref>{{forumlink|NPO|topic=3-alliance-structure}}</ref> consisting of the Emperor, a seven-member Senate of comprised of six elected members and the Emperor who would handle the daily affairs of the alliance, and the Body Republic.

On January 29th Vladimir submitted a revision of his proposal which now included the Body Republic, the Councils, and the Emperor. The Body Republic would elect members to the Councils and would vote on proposals for war declarations. The Councils, consisting of the Alliance and War Councils, would each have 4 members and be chaired by the Emperor. The War Council would handle foreign relations, including war once voted upon by the membership, and devise strategy. The Alliance Council was responsible for handling requests for membership and other internal matters. Finally, the Emperor, would have veto power over both Councils.

This revision was widely accepted by the membership of the Order at the time, and after some brief discussion, this structure was codified into the [[Past Charters of the New Pacific Order (Cyber Nations)#First Charter|First Charter]] of the New Pacific Order by Ivan Moldavi.

==Election of the Emperor==
It was decided that the first Emperor of the New Pacific Order in Cyber Nations would be chosen by an election of the membership. The election would consist of two members: Ivan Moldavi was nominated by {{CN|Doppelganger}} and seconded by TrotskysRevenge, and Vladimir was nominated {{CN|Karpathos}} and seconded by {{CN|Agamemnon}}.

A forum poll<ref>{{forumlink|NPO|topic=13-who-should-be-emperor}}</ref> was created for the election and a total of twelve members submitted their votes. Ivan Moldavi became the first Emperor of the New Pacific Order in Cyber Nations with a vote of 9-3.

==Article II: Structure of the Order==
===1. The Emperor===
The Emperor is the sovereign of the New Pacific Order. As such, the Emperor has the sole power over the affairs of the alliance, although such powers can be delegated to others. The Emperor serves for life or until resignation, upon which they will name their successor.

The Regent is named by the Emperor and will ascend to the throne should the Emperor cease to exist without naming a successor. In the absence of the Emperor, the Regent shall temporarily execute the duties of the office of the Emperor in their stead.

===2. Government===
The Emperor can create, alter, or abolish any office; appoint or dismiss any member of the Order to any office; and delegate power to any office to the extent that he or she deems appropriate. Such offices may, at the Emperor's discretion, create subordinate positions, delegate power to said positions, and appoint members of the Order to them.

===3. The Body Republic===
All member nations of the New Pacific Order will automatically have a seat in the Body Republic. Members of the Body Republic may bring legislative proposals before the Body Republic for discussion. The Government will make every reasonable effort to solicit feedback from the Body Republic before enacting new policies, amending existing policies, or nullifying existing policies.

==Article III: Expulsion from the Order==
Any member of the Body Republic can submit a motion to expel a fellow member for just reason to the Body Republic. For the motion to carry, a supermajority (75% + 1) of the voting members must vote in favor of the expulsion. Expulsion votes will last for 3 days (72 hours). A motion for expulsion requires at least 10% + 1 of the Body Republic to vote to carry. Before any voting begins, there will be a discussion period of 3 days (72 hours), during which time the Body Republic will discuss the merits of the motion and the member may have the opportunity to defend him or herself.

The Emperor cannot be expelled from the Order by Body Republic vote. The Emperor can pardon any nation from expulsion. The Emperor can expel any member without a vote.

==Article IV: Amendments to the Charter==
Any member of the Body Republic can submit a motion to amend the Charter to the Body Republic. Discussion will take place for a period of 5 days (120 hours). For an amendment to be ratified, a supermajority (75% + 1) of the voting members must vote in support of it. Amendment votes will last for 3 days (72 hours). A motion to amend the Charter requires at least 10% + 1 of the Body Republic to vote on it to be ratified. Each proposed change to the Charter in an Article IV amendment motion requires a separate vote within the Article IV amendment thread to be ratified.
