'''The Pacific''', commonly referred to as '''Pacifica''' by its members, is the first of five [[Region#Feeder_Regions|Feeder]] regions created by NationStates administrator [violet] upon the game’s founding in earlier 2003. It serves as a founding ground for newly created nations and has been under the direction of the New Pacific Order (NPO) — and its variations — for over ten years. The current New Pacific Order presents itself as a meritocracy, rewarding loyal and hard-working individuals to serve as its leading officials. Serving as the most senior official, the Emperor exercises total authority over regional affairs and is responsible for maintaining the in-game delegate seat, representing Pacificans in the [[World Assembly]]. Directly below the Emperor, a Regent is selected amongst Senate members to serve at the Emperors discretion and represent him or her in their absents. The Senate, ranted below the Emperor and Regent in authority, is composed of individuals that have been promoted personally by the Emperor to serve as advisors and head certain regional affairs. Below the Senate, there are a number of departments, such as the Praetorian Guard, the Pacific News Network (PNN) etc. with their respected community leaders and members that contribute to department causes. All Pacificans, both in-game and forum based, must adhere to the Civil Code, a set of laws that help maintain community standards and security from which the justice department operates. ===Early history===
In 2002, the Pacific was the only feeder region. It would soon be joined by four others of its kind, each a Pacific. But the Pacific remained ''The'' Pacific.
 
{{nation|Sudetenland}} was the earliest known delegate of the Pacific and the first nation to use the [[Regional Controls]] to eject another nation from any feeder region. He was succeeded by {{nation|InfernoIce}}, whose rule was seen as autocratic but not too intrusive. Later, after the [[August Revolution]], InfernoIce would become a member of the [[New Pacific Order]] and a [[Pacific Senate|Pacific Senator]]. {{nation|Olongapo}} followed InfernoIce; little is known about his reign. Many of these early delegates were tiny newly-founded nations: Sudetenland perished with a population only 493 million people, and Olongapo with only 914 million.
 
Olongapo’s reign was followed by a period when the delegacy repeatedly passed back and forth between {{nation|The Savage Lands}} and {{nation|Thedoc}}, who were allies at the head of the Pacific and its Pacific Army. Thedoc was the first delegate to create an [[offsite forum]] for the region, once located at [http://p090.ezboard.com/bthepacificregion]; the forum, though dead, is still partially viewable at the Internet Archive: [https://web.archive.org/web/20041126055853/http://p090.ezboard.com/bthepacificregion]. It is from this forum that much of the early history of the Pacific is known. At the time the Pacific was commonly known as '''the Pacific Region'''. Modern Pacifican ideology claims that Thedoc was inactive, corrupt, and exploitative of Pacificans, thus setting the foundations for the regional philosophy that would become known as Francoism in memory of Francos Spain's leadership during the August Revolution; this account is not particularly borne out by the written records of the time. The old Pacific community flourished in its new forum, blissfully unaware of the coming storm.
 
===The August Revolution===
Several Pacifican accounts, such as Emperor Unlimited's essay ''Five Days that Shook the World'', claim that the old regime was “based on cronyism and subservience to foreign powers” and that “leading officials would pass power around amongst themselves, occasionally throwing up illusions of Pacifican participation, but invariably serving only their own narrow interests and those of their masters.” Emperor Unlimited goes on to state that Thedoc and the individuals within his administration did not even consider themselves Pacificans, but rather “their state apparatus stood as a separate entity to the people — endeavouring always to exist above and out of reach.”
 
Contrasting accounts of the time, such as Unistrut’s essay ''The Great Pacifican Lie'', claim instead that the native Pacific community was free to speak, act, and trade endorsements as they pleased before the Revolution, with a ​“very open political structure”, and that Thedoc’s overthrow marked the destruction of the native Feederite community and its replacement with a handful of foreign conspirators who had largely had no previous part in the Pacific community at all (most notably Francos Spain himself).
 
Regardless of the true nature of Thedoc’s regime, it was in this environment that the revolution that created the New Pacific Order was fostered. A nation called {{nation|Francos Spain}}, formerly the founder of the regions of {{region|Spain}} and {{region|Ukraine}}, came to the Pacific Region only three weeks before the end of August alongside his friend {{nation|Poskrebyshev}}, who had introduced him to the game. On 28 August 2003 at 4 AM, Francos Spain, together with his co-revolutionaries, suddenly seized the delegacy of the Pacific Region and quickly moved to establish his power. He ejected anyone affiliated with the old administration as well as anyone who had a certain number of endorsements, reaching 295 ejections. This raised the ire of the old regime’s Pacific Army and drew the attention of many powers around the NS world, who had previously been focused on the “Great Villain” of the day, the Farker {{nation|1 Infinite Loop}}. The [[Alliance Defence Network]] (ADN) stirred to life and allied with the Pacific Army. They collected themselves and attempted to create a counter-revolution to spur Thedoc back to power.
 
On 1 September, 2003 — a few days into the revolution — the [[New Pacific Order]] was announced. However, the newly created institution was not classified as a meritocracy but rather an autocratic democracy in the simplest of forms, taking the will and spirit typically associated with democracy and channeling it through an autocratic structure, which allowed for more direct and timely action against those seeking to prevent the continuation of the revolution. {{nation|Sir Paul}} reported at the time, “The government appeared to be totalitarian, with its civil code and frequent banishments, but in general, the code was only selectively enforced against dissidents and spies, which appeared frequently in the government.” Meritocracy within the New Pacific Order was born more out of necessity rather than ideals; the Pacific was facing a wave of opposition from outside forces and the need for unmatched leadership and skill become a central part within the revolution in order for it to survive. The meritocracy system allowed for such development.
 
===Aftermath===
The New Pacific Order quickly gathered its forces, repelled the Pacific Army and their allies, and began to undertake a conquest of the rest of the Feeder regions. Only {{region|the East Pacific}}, ruled by 1 Infinite Loop, was spared their invasion. Loop was spared because he was sympathetic to the Francoist regime, noting, “Have any of the anti Francos crowd ever considered that they are part of the problem? Sure FS is a Dictator, but the constant attacks on him, the constant flames, the constant spam against him. Perhaps, Just Perhaps, he has to be that way in order to protect himself from You People.” Some regions, like {{region|Wysteria}}, initially refused to attack the NPO but joined the fight against it when it began its mass ejections and wars of conquest (Wysteria and its allies went to war on 26 October, an ill-fated attack; see below).
 
On 7 September 2003, there was a power outage in San Francisco and the NationStates servers crashed, causing Francos Spain to temporarily lose the delegacy. The mods, ruling that this was unfair, reinstated him and ordered the ADN and Pacific Army to leave temporarily or risk deletion. On 26 October, just as a huge attack on the NPO was launched by Wysteria, {{region|The Heartland}}, and {{region|the South Pacific}}, there was another system crash, and large numbers of delegates across the world were removed from their positions, including Franco. {{nation|Crazy girl}} temporarily took power in the Pacific, but her victory was short-lived. The mods again stepped in to reinstate Franco and ordered his enemies to leave for reasons of fairness. [[Mod]] {{nation|Reploid Productions}} recalls, “Again, {{nation|Neutered Sputniks}} ordered the would-be liberators out. This was later overturned by [violet], citing that in this glitch, the endorsements were not lost as they had been in the prior event. Of course, by then it was too late to fix, though Neutered Sputniks resigned a few months after the shitstorm gameplayers kicked up over the event.”
 
{{nation|The Bruce}}, founder of Wysteria, reported at the time in more detail: “Unfortunately, this liberation effort coincided with a bug that removed many of the Nation States Delegates from their position, before being fixed again on Monday. The System Moderators were faced with a difficult ethical dilemma: to stop a group of Invaders to take advantage of the bug to seize control of a Region or to allow a benign group of Invaders to take advantage of a system error to dethrone a monster. As the Liberators, led by {{nation|Corinthe}}, reached their goal of attaining more endorsements before the coming system update, the Moderators decided in favour of Francos Spain. It was decided that Corinthe should leave and that nobody should be able to steal the Delegateship of a Region, because of a game glitch. Later that night, after momentum had turned to resignation and bitterness amongst the Liberation Camp, Violet overturned the decision of the Moderators, but by then it was too late. Many of those involved had long since turned in for the night and precious little time was left before the system update took effect, for Corinthe or any others to restage the Liberation. Shortly after the System Update did occur, the mass purge of all enemies of Francos Spain took place in the Pacific. All who opposed them or endorsed those who opposed them were summarily ejected and banned. There was a whole lot of bitterness resulting across the Nation States World and many have vowed to renew the struggle to overthrow Francos Spain. Corinthe, regarded as the leader of the Pacific Resistance, has announced that she is through with Nation States, because of the way things went down.”
 
The war between the NPO and the ADN, PA, ALL, and their allies raged for a year (and nominally for three more). The Pacific formed the [[Union of Sovereigns Alliance]] with several other regions to counter the ADN. In May 2004, the East Pacific officially recognized the delegacy of Francos Spain as legitimate, as he surpassed 500 endorsements. {{region|The North Pacific}} under {{nation|The twoslit experiment}} repeatedly threatened to depose the NPO and demanded that the Pacific hold elections for a new Pacific delegate on the NationStates forums. In the next month, the Pacific invaded, and the North Pacific fell to the NPO agent {{nation|UPS Rail}}. Governance of the North Pacific was short-lived, as it was passed off to {{nation|Great Bight}}’s [[ALSO regime]] later that month. On 10 July, Francos Spain himself left the Pacific for the North Pacific to reconquer it in the wake of the fall of Great Bight, who had been ejected from the [[UN]] by the [[mods]]. Great Bight, however, was restored to the UN before [[update]], and Franco stayed behind in the North Pacific and ceased all activity. One of [[Free4All]]’s nations ({{nation|Better Times}}) took control of the North Pacific and ejected both Great Bight and Francos Spain to {{region|the Rejected Realms}}, where they [[CTE]]’d. {{nation|BlackAdder goes Forth}}, {{nation|Chosen Men}}, and {{nation|Sixguns}} went to the Rejected Realms to hold a vigil for Franco as he faded. Franco’s old friend {{nation|Poskrebyshev}} CTE’d at almost the same time. Rumors of unclear origin emerged that Franco had committed suicide in real life.
 
===From the PRP to our times===
With Franco and Poskrebyshev gone, the delegacy passed to {{nation|Unlimited}}. He developed a doctrine of [[Francoism]] for the region, immortalizing the NPO’s founder as an ideological model (Franco himself had never written about Francoism), and shortly after his instatement in August, he proclaimed on 1 September 2004 the foundation of the [[People's Republic of The Pacific]] (PRP), replacing the NPO. The Pacific capital, formerly called Capital City, was renamed Francograd. On 28 September, another gamewide glitch deprived Unlimited of 200 endorsements, forcing him to call on external help from the Union of Sovereigns Alliance, SECO, and Red Army to stay delegate. In January of the next year, the North Pacific’s delegate Cathyy of nation {{nation|Pixiedance}} was entangled in real-life matters and gave away her nation to {{nation|The Minister}} ({{nation|Pierconium}}) of the PRP, resulting in a PRP-controlled North Pacific. Much confusion ensued as the nation was passed back and forth between different people, and the PRP itself court-martialed Pierconium for not informing the Pacifican Senate while the ADN attempted to sort everything out. Pierconium’s Senatorial status was revoked as a result. It was also at this time that Unlimited wrote his classic essay ''Proper Francoist Thought'', cementing the central tenets of Francoism.
 
{{nation|Mammothistan}} ({{nation|Great Bight}}) took power as the next delegate in July 2005. By that time, the Pacific had managed to sign a nonaggression pact with [[Region/The West Pacific|the West]] and [[Region/The South Pacific|South Pacifics]], form the Pacific Co-operation Organization with the South and East Pacifics, and sign a mutual-aid treaty with {{region|Gatesville}} and {{region|Greece}}. As a joke, Mammothistan applied for the Pacific to join the ADN, precipitating a sometime rift between the Pacific and their former allies the East Pacific and the {{region|USSR}}, who wanted nothing to do with their former enemies. Mammothistan also implemented the Government Reform Act of 2005.
 
In April 2006, the PRP was again replaced by a renewed NPO, with delegacies under {{nation|BlackAdder goes Forth}} and {{nation|Pierconium}}. Under the following delegate, {{nation|Moo-cows with guns}}, there was a period of much inactivity as NationStates hemorrhaged nations at an alarming rate and fell into decline. On 16 August 2007, a power struggle erupted between Moo-cows and Pierconium as spillover from a struggle in [[Cyber Nations]], another game in which the NPO had established itself; there, Pierconium was removed from power in a coup after he himself executed a coup against Moo-cows. Pierconium claimed control of the NationStates NPO forums and banned Moo-cows, who started a new forum of his own in response. Senator {{nation|Darkesia}}, among others, lamented the state of the Pacific, noting that the majority of the Pacifican Senate now consisted of the old enemies of the Pacific: members of the ADN/defender circle, including Moo-cows himself, who had once been the ADN’s Secretary of Defence:

Darkesia was subsequently removed from the Pacific Senate and expelled from the region.
 
After this entire struggle ended with Moo-cows retaining control of the delegacy, the Ordo Hereticus was established by the Pacific Senate to weed out puppets and sympathizers of Pierconium and other opponents of the regime and enforce a new “faith of Pacific Orthodoxy”; the old Francoism was replaced by a “new Francoism” with a religious flavour (following a deity called ADMIN) but lacking the political substance of the old. Many of the old Pacificans, such as {{nation|New Kervoskia}}, {{nation|Karpathos}}, and {{nation|Milograd}}, called Francoism dead.<sup>([http://forum.thenorthpacific.org/topic/633639/1/ thread])</sup> A bright spot appeared in the form of a peace treaty on 4 September with the [[DSA]] (formerly the [[ADN]]) after four years of strife. The NPO was abolished and replaced with the [[FUPS]], the Francoist Union of Pacific States, which was in turn replaced by the [[USSP]], the Union of Sovereign States of the Pacific. Finally, in 2008, the name of the New Pacific Order was taken up once more and a third NPO was established. On 11 July 2008 the Pacifican Senate was disbanded and all power was instead vested in a triumvirate of Commissars under Moo-cows: {{nation|Haor Chall}}, {{nation|Krulltopia}}, and {{nation|Hauxland}}. Throughout this period, deadening stagnation set in for years to come. Already by 2007 Moo-cows largely abandoned NationStates in favor of Cyber Nations, and the region decayed without an active delegate.
 
Since then the situation has improved and activity is back up once more. In 2011, now under delegate {{nation|Krulltopia}}, the Pacific negotiated to form a new alliance, the [[Modern Pacific Alliance]] (MPA), between all five Pacific regions; this was largely undertaken by one of the Pacific’s more active members, {{nation|A mean old man}}. Franco was briefly resurrected and revisited the Pacific once, on the tenth anniversary of the August Revolution. In that same year, the Pacific regime supported a coup by {{nation|Milograd}} of the elected South Pacific government, shattering any hopes for the MPA. Two years later, in April of 2015, the Pacific took further actions to orchestrate a coup d’etat by {{nation|Stujenske}} in the feeder region of {{region|Lazarus}}, establishing the New Lazarene Order there. This resulted in the successful passage of a [[WA]] [[Security Council]] [[resolution]] to condemn the Pacific. Rule of the region has since passed back to {{nation|Pierconium}}. On 27th of July, the Pacific's condemnation has been repealed.
 
After Pierconium resigned on 5th August 2016, Aleisyr became emperor.

The New Pacific Order found its beginnings in NationStates in August 2003 after the effective founder of the Order, Francos Spain, mechanically seized the oldest region in the game from sitting delegate Thedoc and began the process of establishing a new government. The NPO has always been primarily based in and maintained sovereign control over The Pacific, a Feeder region in the game from which it takes its name.

History

Main article: History of the New Pacific Order in NationStates

The New Pacific Order was founded on August 31, 2003 as a direct result of the August Revolution. Although it has operated under several names and charters since, the Order has maintained a politically continuous government since its founding. Francos Spain, the founder of the New Pacific Order, seized the Delegacy of The Pacific from defender delegate Thedoc. He proceeded to establish a new government in which he served as the face of the Order and executioner of activities, while internal allies Poskrebyshev and Mammothistan operated strongly behind the scenes. Francos Spain's seizure of the region caused a great uproar in NationStates and he found himself under attack on a regular basis by players from many players across many regions. He repelled all attempts to take it back. His original major supporters aiding in keeping the region secure and intact were Infernoice and Poskrebyshev. The opposing side and major opponent to the fledgling Order was The Pacific Army, with notable figures Thedoc and CrazyGirl as members. The Pacific Army was the rallying point for much support, although other groups tried individually as well.

After a time all the forces opposing the New Pacific Order either fell apart or ceased to hold interest in fighting. This would, of course, not be the last time the New Pacific Order would face the ire of the NationStates community. When Francos Spain eventually departed from the game, Unlimited and the other Senators from his time founded the People's Republic of the Pacific. The PRP is sometimes referred to as a golden age by older players in the modern day. During the era of the PRP, relations were formed with regions that were hitherto opposed to the Order. The excellent PR and FA work by Sir Paul and Unlimited in particular led to the acceptance of the New Pacific Order in a community that had once been overtly hostile.

The rise of the game CyberNations dealt a blow to NS NPO, as it drained a good deal of talent and activity from the region. This was a period that lasted until 2015, almost nine years of struggle. Despite the efforts of multiple talented Emperors and their Senates, resuscitating the region proved to be difficult. However, for any internal activity issues, the New Pacific Order remained politically connected and was caught many times subverting the "sovereignty" of other regions. Sometimes this had consequences and other times not so much. 2015 marked a turning point where after the collapse of the New Lazarene Order, an effort to declare ownership of Lazarus executed by Senators Feux, A mean old man, Karpathos, and Milograd along with future Senator Pergamon and Feux's friend Stujenske, activity abroad funneled back to The Pacific.

It was not until 2018 that controversy would return in full. After years of turbulent dealings with raiders and divisions between independent regions and The Pacific, it culminated in a firestorm of attacks on The Pacific and its government. This marked the end of an era for The Pacific, as the successor to the beleaguered Aleisyr, Lord of Darkness, put an end to the foreign games played by predecessor governments. After that point, the New Pacific Order gradually rose from a region in fortress mode to a powerhouse of foreign affairs led by a strong Senate that pursued good relations abroad and built new relations with regions that previously expressed dislike towards The Pacific. To this day it remains a force of neutrality and refuses to get involved in the primary metagame that stirs controversy in the game, raiding and defending. In a position of solid standing and remaining a neutral power is the state of affairs now and will remain so for as long as the New Pacific Order in NationStates continues.


Charter

The Charter of the New Pacific Order is the supreme law of the Order and the Pacific. NPO adopted its current charter in January 2019.[1]

Organization

Senate

The Senate of the New Pacific Order is normally comprised of the Emperor, Consul, Censor, Legatus, Pontifex Maximus, Praetor, Tribune, and Vox Populi. None of the positions are requisite to be filled at all times save Emperor and Consul. Other Senators may do the work of an empty Senate position in the instance of no Senator in office at the time. All Senators are the de facto leadership of the departments, overseen by the Consul, who has higher authority than rank and file Senators, and at the dictation of the Emperor, who has the ultimate authority in all matters.

The Emperor is the head of state of the New Pacific Order and normally serves as the Delegate of the Pacific. The Emperor's authority is absolute within the branch.

The Regent is the Emperor's designated successor and is empowered to act on the Emperor's behalf should the Emperor be absent or delegate their authority. The Consul has higher authority than the rest of the Senate but is subordinate to the Emperor.

The Senator of Admissions and Personnel is the head of security of the New Pacific Order and leader of the Praetorian Guard.

The Senator of Diplomatic Affairs is the top diplomat of the Diplomatic Corps and head of Foreign Affairs of the New Pacific Order. The Legatus is charged with maintaining foreign affairs and is the authority on the matter with the exception of being subordinate to the Consul and Emperor.

The Senator of Cultural Affairs is the director of the Culture department and manager of Internal Affairs.

The Senator of Military Affairs is the military commander of the Legio Pacifica, the military of the New Pacific Order. The Praetor has complete autonomy in the position unless it becomes a matter of Foreign Affairs or the Consul and Emperor contradict the will of a sitting Praetor.

The Voice of the People was a position from 2019-2023 that was abolished when it failed to achieve its aims.

Advisory positions of honorary Senate can be granted to retired Senators. The present qualifiers for this position are Shnailand, Ivan Moldavi, Xoriet, and Marina.

Exarchate

The Exarchate is organized of the former Governors and the non-Senate heads of the departments of the New Pacific Order. Other non-officer additions may be considered based on meritorious conduct and great contributions to the Order. There is no hierarchy in the Exarchate, but it is considered mid-government level in the New Pacific Order. The Exarchate presently aids the Senate as well as managing their own tasks as assigned by roles overseeing the departments.

Departments

The Cards department is intended to add more culture to the branch and enable citizens to work together to complete collections in regards to the card game of NationStates.

The Culture Committee organizes internal game or culture events and may propose to the Senate festivals or other events with foreign allies or other regions.

The Diplomatic Corps liaises with foreign regions on behalf of the Order. Its members serve only as ambassadors. The Legatus and Consul are largely responsible for formulating foreign policy and negotiating formal agreements with other regional governments.

The Legio Pacifica is the military of the New Pacific Order in NationStates. They primarily operate against fascists or the occasional enemy of the Order depending on circumstances. Advancing a career in Legio Pacifica is achieved through meeting qualifications set to ensure top tier officers.

The Outreach department was created to help bring in more recruits and help integrate the onsite Pacificans to join the offsite Pacificans.

The Praetorian Guard monitors applications for Pacifican citizenship and monitors the Pacific for violations of NPO's Civil Code.

The World Assembly Squad reviews proposed World Assembly legislation and advises the Emperor how to vote in his capacity as delegate of the Pacific. The WA Squad also edits drafts of WA proposals written by its own members.

Security Officers are not a department as such, but a collective of trusted individuals who will maintain higher endorsements and assist in handling matters involving border control where is fitting.

The Pacific is a Feeder region in NationStates. It was the original feeder region and is as old as NationStates itself. It has been controlled by the New Pacific Order since the August Revolution in 2003.
