The Civil Code of the Pacific is the set of laws that govern the Pacific.
History
A Civil Code was first implemented on September 6, 2003.[1] Enforcement of the Civil Code in the early New Pacific Order fell to the group later renamed the Praetorian Guard. The Civil Code was renamed the Judicial Code during the People's Republic of the Pacific, and continued to be enforced by the Praetorian Guard. It was renamed again to the Civil Code under the revived New Pacific Order, and enforcement fell to the Praetorian Guard until its dissolution in July 2024. As Warrior Thorin noted in December 2018, the Civil Code "has remained largely the same across the years[.]"[2]

Judicial Code of the Pacific (August 2004)[4]
Title 1: Basic Rights
Every Citizen of the Pacific is entitled to several basic rights when accused of a crime. They are entitled to a fair and speedy trial. They are entitled to legal representation. They are entitled to due process as set forth in the judicial code. They are entitled to notification of their crimes, their accusers, and their Title 1 rights.
Title 2: Due Process
When accusing a nation, please inform your District Attorney, as they are the only ones who may bring charges forth charges. Should the accused be convicted, you will be credited with the conviction toward your Praetorian Guard status.
Upon receiving notification of a Penal Code violation, the District Attorney will present all evidence to the civil court. There, the presiding judge will determine if there is enough evidence for a trial. If there is, the offending nation will be given one week to appear in the high court and face his accusers unless it is a Title 3, section 1 violation. If the accused fails to appear, a verdict of guilty shall be rendered. If the accused appears, a trial date will be set, the accused will be assigned a lawyer, and the high judge will decide the verdict.
Title 3: Penal Code
Section 1: Of Crimes against the Sovereignty of the State
If one is accused of a crime in this section, and the presiding judge or a senator determines there is enough evidence for a trial, the accused will be immediately placed in the Rejected Realms Penal Colony unless deemed otherwise by the presiding judge. If found guilty, they are to be banished for no less than three months unless pardoned by the delegate, or should their banishment slot be needed for regional defense. If the accused is found not guilty, they will immediately be un-banned and allowed to reside in the Pacific.

Title 4: Sentencing and Pardons
If a verdict of guilty is rendered, the High Judge will determine the sentence, from censure, changing the guilty party’s avatar or title, to ejection or banishment.
The delegate has the ability to pardon any guilty party of their crimes.
Judicial Code of the Pacific (October 2005)[5]
The administration of justice must be seen as an important ideal in the maintenance of law and order in The People’s Republic of the Pacific. The duty of any government is the protection of its people, and as such, the Judicial Code is a tool for the protection of the sovereign people of the Pacific.
The purpose of this document is to define the administration of justice in The People’s Republic of the Pacific (Hereafter referred to as “The Republic” or “The Pacific”). Specifically, this document shall instruct the citizens how the justice system operates. This document shall also define the laws of the Pacific. This version of the Judicial Code supercedes any previous versions.
Title 1: Basic Rights
Any citizen of the Pacific who is accused of a violation of the judicial code is guaranteed several basic rights.
1) All accused parties are entitled to official notification of their crimes. 2) All accused parties are entitled to a fair and speedy trial 3) All accused parties are entitled to legal representation. The legal representation may be appointed for the accused, or the accused may seek his/her own representation, or the accused may represent his/her self. 4) All accused parties are entitled to due process as forth in this judicial code. 5) All accused parties are entitled to official notification of their rights.
Title 2: Due Process
Due process of law is defined as the due course of legal proceedings according to the rules and forms which have been established for the protection of private rights and for The Republic. It also accounts for the formal adherence to fundamental rules for fair and orderly legal proceedings.
Legal proceedings in the Republic shall abide by the following format.
1) All alleged violations of the Judicial Code shall be brought forth to the High Court by the District Attorney from the Province in which either the violation allegedly occurred or where the Accused resides. District Attorneys shall only send alleged violations to the High Court in which there is evidence that probable cause exists for the Accused to be tried. 2) Nations that assist District Attorneys in reporting violations of the Judicial Code shall be awarded credit toward attainment of Praetorian Guard status. 3) Upon receiving notification of a Penal Code violation, the District Attorney will present all evidence to the civil court. There, the presiding judge will determine if there is enough evidence for a trial. If there is, the offending nation will be given one week to appear in the high court and face his accusers unless it is a Title 3, section 1 violation. 4) If the accused fails to appear, a verdict of guilty shall be rendered. If the accused appears, a trial date will be set, the accused will be assigned a lawyer, and the high judge will decide the verdict. 5) The Accused may request an appeal. The High Judge must then set up an appeals panel to hear the case. The appeals panel can comprise of two inferior judges and one Senator and one member of the Assembly, or it may comprise one disinterested citizen and one Senator and one member of the Assembly. 6) Once the verdict is decided and all appeals exhausted, the High Judge shall make a recommendation to the Delegate as to the sentence. The Delegate may decide to do any of the following: a) Administer the sentence as recommended; b) Reduce the sentence; c) Conduct a private sentencing hearing before deciding on a sentence; d) Award clemency 7) It is the responsibility of the High Judge to notify nations of their infractions. If the Delegate ejects nations for emergencies, the Delegate will forward the list of ejected nations to the High Judge for notification purposes.
Title 3: Sentencing
Sentencing. All parties who have been found guilty of their crimes shall be sentenced as provided in the Judicial Code. A recommended sentence by the High Judge shall be forwarded to the Delegate. However, the Delegate may elect to use mitigating and aggravating evidence as a means to alter the sentence.
Mitigating factors are defined as circumstances surrounding the commission of a crime that do not in law justify or excuse the act, but which fairness may be considered as reducing the blameworthiness of the defendant. Aggravating factors are defined as circumstances relating to the commission of a crime that cause its gravity to be greater than that of the average instance of the given type of offense.
The Delegate may elect to banish a guilty party for a determinate amount of time. The Delegate may also elect to place a nation in a probationary status, to which the probationary nation will have to make arrangements with the High Court to establish proper supervision of the sentence. A nation that is in probation status must adhere strictly to the Delegate’s guidelines; any violation of the probation may result in the immediate administration of the original sentence. The Delegate also reserves the right to pardon convicted nations. Any nation convicted of crimes may petition for pardon after all appeals have been exhausted.
Title 4: Penal Code
Section 1: Of Crimes against the Sovereignty of the State
Nations that are accused of crimes within this section may be presumed innocent until proven guilty, however they may be placed in the Rejected Realms Penal Colony for the security of the Republic and her citizens. The burden of proof shall be placed upon the Republic to show beyond a reasonable doubt that the Accused is indeed guilty of the infraction. If the trial determines that the Accused is guilty of the infraction, execution of the sentence may be made immediately. If the trial determines that the Accused is not guilty of the infraction, the Accused shall be immediately released from the Penal Colony, and permitted reentry in The Pacific. All cases within this section are heard within the Superior Court of the Pacific.
101: Treason against the Republic
Defined: Any violation of allegiance toward the Republic, especially the betrayal of the Republic by waging war against it or by consciously and purposely acting to aid the Republic’s enemies.
Elements of Proof: A nation commits this offense if a) The nation has conspired to assist an enemy to undermine the Republic’s government; and/or b) The nation conceals the actions of others who may attempt to usurp the Republic’s government; and/or c) The nation uses force to usurp the Republic’s government
Sentencing Guideline: Any nation accused and found guilty of this crime may be banned for life from the Pacific.
102: Failure to disclose required information while seeking office.
Defined: A failure to knowingly reveal all puppet nations and organizational affiliations while attempting to seek any public office in the Republic.
Elements of Proof: The nation must knowingly and deliberately fail to reveal any puppets or organizations and the nation must be seeking public office
Sentencing Guideline: Any nation accused and found guilty of this crime may be banned for life from the Pacific. Accordingly, any nation found guilty of this crime may not seek public office unless pardoned by the delegate.
103: Failure to comply with the endorsement threat-level.
Defined: Any nation that is seeking more endorsements than the current threat-level allows
Elements of Proof: The nation must knowingly fail to comply with the threat-level restriction of endorsements AND the nation must have more endorsements than is permitted as per the threat-level at the time of arrest.
Sentencing Guideline: Any nation accused and found guilty of this crime may be banned for a period of 45 days from the Pacific and the nation must take an oath of loyalty to be re-admitted.
104: Complicity with regard to other nations violating the endorsement threat-level.
Defined: Any nation who provides an endorsement to another nation which is in violation of Judicial Code 103 for the expressed purpose of assisting that nation violate Judicial Code 103
Elements of Proof: Nation must knowingly understand that he/she is assisting another nation violate Judicial Code 103 AND have endorsed the violating nation
Sentencing Guideline: Any nation accused and found guilty of this crime may be banned for a period of 45 days from the Pacific and the person must take an oath of loyalty to be re-admitted.

In the case of any 203 infractions, the Delegate reserves the right to execute the sentence immediately and a trial may be conducted after the execution (this is due to the capricious behavior of many spammers).

Defined: Any nation that possess an objectionable name, flag, motto, and/or currency is guilty of this infraction.
Elements of Proof: The nation must possess one or all of the following items and they must be deemed objectionable: 1) Name; 2) Flag; 3) Motto; and/or 4) Currency. This possession can take place in one of two areas: either in the NS environment or in the PRP forum. The term objectionable is defined as: Any graphic or word which may elicit outrage or disgust by any reasonable person. These can be in the form of pornographic, obscene, or any form which may be construed as disparaging. The Delegate of the Pacific shall provide guidance as to what may be considered objectionable.
Sentencing Guideline: Any nation accused and found guilty of this crime may be banned for a period of 45 days from the Pacific. The nation must take corrective action to be re-admitted. A second infraction of this crime may lead to permanent banishment.
202: Excessively poor grammar.
Defined: Any nation which knowingly submits any written word using poor grammar shall be guilty of this crime.
Elements of Proof: The nation must knowingly have submitted a poorly written communication on either the Pacific Civil Headquarters and/or on the PRP forum. The nation should also be familiar with the English language. Poor form, in this case, is often relegated to those who knowingly use what is referred to as “l33t” as well as other unapproved acronymic languages (i.e., AOL Speak).
Sentencing Guideline: Any nation found guilty of this crime may be banished from the Pacific for up to 10 days for the first offense. Subsequent violations may be increased at the discretion of the Delegate of the Pacific.
203: Spamming.
Defined: Any nation which willfully submits excessive postings in the Civil HQ or on the PRP forum or submits excessive recruitment messages in either location is guilty of this crime.
Elements of Proof: The nation is guilty of the crime if does any or all of the following: 1) Make excessive posts on a single thread which fail to contribute to the subject of the thread; 2) High jacks a thread; 3) Posts recruitment messages more than once per 12 hour period; 4) Knowingly creates posts for a purpose which serves no merit
Sentencing Guideline: If a recruiter is found in violation of this crime, the Delegate may banish any recruiter from the region from ever posting on the Civil HQ again. For all other infractions, the Delegate may banish the nation from both the region and the forum for 30 days and instruct that the nation must complete some remedial program prior to having posting privileges being restored.
204: Flaming or Trolling.
Defined: Any nation which leaves messages that insults the character of a fellow nation or which leaves messages provoking such behavior on the Civil HQ, the Republic’s fora, or in any other means of communication between nations.
Elements of Proof: The nation is guilty of a crime if it is found to be the creator of a hateful or insulting message directed at a fellow Pacifican, or the creator of a message that provokes hateful or insulting behavior. NOTE: Nations responding to trolls in a hateful or insulting manner to the nation that made the troll are equally as guilty as the troller.
Sentencing Guideline: Nations found guilty of this crime shall be administered a warning on their first infraction, further infractions will result in a sentence, determined by the High Judge and Delegate, that reflects the severity of the troll and/or flame.
Section 3: Of Crimes against the Person
Nations that are accused of crimes within this section may be presumed innocent until proven guilty. The burden of proof shall be placed upon the Republic to show beyond a reasonable doubt that the Accused is indeed guilty of the infraction. If the trial determines that the Accused is guilty of the infraction, execution of the sentence may be made immediately. All cases in this section are heard in the Civil Court.
301: Unauthorized use of another nation's flag or other details as your own.
Defined: Any nation which uses another nation's flag, motto, and/or title as his own intent is guilty of a 301 violation.
Elements of Proof: The nation must knowingly use another nation's flag or other details with malicious intent.
Sentencing Guidelines: Guilty nations will be banished from the Pacific for life.
302: Insulting, Harassing, or spreading calumny of a fellow Pacifican in public or in telegram.
Defined: Any nation which libels or unceasingly harasses a fellow Pacifican either on the Civil HQ, the offsite forums, or by telegram.
Elements of Proof: The nation is guilty of violating the judicial code if he publicly or privately insults a fellow Pacifican or if he publicly or privately hounds, nags, and/or badgers a fellow Pacifican. The High Judge must deem the insults or the acts of harassment harsh enough to warrant judicial action.
Sentencing Guidelines: If found guilty, the nation could be either banned from the Pacific or its fora for a period of 60 days, depending on where the libel or harassing took place.
Section 4: Of Crimes against Public Justice
401: Perjury or breaking an oath.
Defined: Any nation that lies under oath is guilty of a 401 violation is guilty of this crime.
Elements of Proof: The nation must either break an oath of office or commit perjury in the High Court.
Sentencing Guidelines: A nation that is found guilty of a 401 violation may be banished from the Pacific for life.
402: Falsifying evidence or attempting to subvert the criminal justice system.
Defined: Any nation that attempts to produce false evidence or in any other way attempts to subvert the Pacific's justice system is in violation of this crime.
Elements of Proof: The nation must knowingly subvert the criminal justice system by falsifying evidence in court or otherwise preventing the High Court from delivering swift and efficient justice.
Sentencing Guidlines: The nation may be banned from the Pacific for up to life.
403: Being the puppet of a banished nation.
Defined: Any nation that is a puppet of a nation banned from the Pacific for a violation of any of the enumerated violations is guilty of this infraction.
Elements of Proof: Solid proof must be made available showing that the nation is a puppet. In times of crisis, the High Court may be stricter on this violation that in times of peace.
Sentencing Guidelines: The nation will be banished from the Pacific until it's primary nation is un-banned. This may mean a permanent ban, if the primary nation's crime was severe enough.
404: File Not Found.
405: Claiming association, affiliation, or representation of the Pacific government in any act without authorization.
Defined: Any nation that claims that it's acting officially on behalf of the Republic without permission by the government of the Republic.
Elements of Proof: The nation must claim association, affiliation, or representation of the People's Republic of the Pacific to be found guilty. This claim could be on any Civil HQ, regional chat, or offsite forum.
Sentencing Guidelines: A nation guilty of a 405 violation may be banned from the Pacific for a period of time no less that 60 days.
Title 5: Laws of the Republic
All laws developed by legislature are enforceable. All legislature is considered to be law. Legislation may be used to update and add to the judicial code.
Title 6: Amendments
This Judicial Code may be amended by majority vote by the Senate and the Assembly. The delegate reserves the right of veto. If the amendment is vetoed, the Assembly and/or the Senate reserves the right to call for a public referendum. If the public referendum achieves a 75% vote in favor, then the amendment is automatically placed into the Judicial Code.
If either the Assembly or the Senate fails to approve the amendment, then a public referendum may be called by either the Assembly or the Senate. Again, if the public referendum achieves a 75% vote in favor, then the amendment is automatically placed into the Judicial Code.
Title 7: Final Statement
No nation may be tried retroactively based on the laws set forth in this Judicial Code. All nations in violation of the Judicial Code from the date that this code is placed into effect may thus be tried.
This Judicial Code is now in effect as of 27 June 2005.

201: Expression of dislike for the policies of The Pacific Government or those Governments allied with or declared friendly by The Pacific Government. 202: Expression of views considered counter to those of The Pacific Government. 203: Failure to become aligned with the Delegate via WA endorsement.

301: Seeking many endorsements without permission. 302: Assisting those seeking many endorsements without permission. 303: Belonging to a subversive organization. 304: Engaging in counter-revolutionary activities and/or providing aid and comfort to the enemy.
