The Initiative was a large bloc formed in late 2006. It is also referred to by the name and acronym of the World Unity Treaty (WUT), which established it. It represented the culmination of months of diplomatic overtures made by the New Pacific Order toward newer alliances in the hopes of avoiding a repeat of Great War I, in which the Order was heavily outnumbered and nearly defeated.
