The Provincial Governors were the third department set up by the New Pacific Order, following the formation of the Senate and what would later be known as the Praetorian Guard. Francos Spain announced their formation on February 22, 2004.[1] As initially founded, there were 26 Provinces set up, one for each letter. The role of a Governor was to take an active role with their nations: telegramming nations, inviting them to join the forum, encouraging non-UN nations to join, and encouraging existing UN nations to endorse the government. Current and future Senators became Governors in the early days of the New Pacific Order, including Mussolandia, Poskrebyshev, Sir Paul, Ivan Moldavi, and Warrior Thorin.

In September 2019, the Imperial Governors were reinstated and revamped, with rules in administration, media, culture, mentoring, Praetorian Guard, Diplomatic Corps, and Legio Pacifica.[9] The position of Governor was eliminated and renamed to Exarch on February 29, 2020.[10]
