Dilber was the second Emperor of the New Pacific Order and the primary architect of its foreign policy from late 2006 until early 2009. His reign as Emperor was short but highly successful, laying the groundwork for the Pax Pacifica. His tenure as NPO's senior diplomat before, during and after his reign was also highly successful. The partnerships Dilber negotiated formed the basis of Pacifican power between Great War I and the War of Armageddon.
